Proposal Manager


Job summary:

Responsible for all administration aspects of proposal including supporting the Director of Proposals through the coordination, management, development, and production of proposals and related documentation in alignment with One Call Care Management company goals. 

GENERAL DUTIES AND RESPONSIBILITIES:

  • Assists in the evaluation and understanding of Requests for Proposal (RFPs) and Requests for Information (RFIs) including Statement of Work (SOW) documents to identify key requirements for milestones, proposal organization, and evaluation criteria, as well as customer history in order to assist in the development of proposal management plans including the proposal schedule, kick-off meeting presentation, response matrix, and writing/responsibility assignments. 

  • Assists with the tracking of open issues and questions.  Monitors progress on open issues and ensures status reporting is accurate and up to date.

  • Collaborates with Proposal Director to plan editing, production, assembly and delivery activities.

  • Leverages proposal software for effective and efficient management of RFP/RFI process. 

  • Assist in the identification of areas of the RFP/RFI that may pose risk and present to Director of Proposals.

  • Assists in the reviews to ensure proposal compliance with the RFP/RFI etc.  Coordinates and participations in comprehensive compliance reviews from RFP release through the submission.

  • Provides sales and pricing resources pricing related information as required.

  • Produces primary sales documents incorporating supplier inputs and related sales documentation, assembling in a customer-ready state by personalizing documents and performing format, grammar, spelling and punctuation edits.

  • Assists in the ongoing maintenance of automated clause library.

  • Creates electronic folders for storage of RFP/RFI responses and supporting documentation.

  • Completes a sufficient quantity of assignments within timeframes as specified by manager.

  • Exercises good judgment in the course of performing proposal activities, understanding and executing escalation procedures wisely.

  • Other related duties assigned as needed.


EDUCATION REQUIREMENTS:
Bachelor’s degree or equivalent combination of education and experience as required for specific job level.

 

GENERAL KNOWLEDGE, SKILLS AND ABILITIES:

  • Communicates ideas both verbally and in written form in a clear, concise, and professional manner

  • Strong understanding of One Call Care Management business strategy and how products or initiatives contribute to One Call Care Management goals

  • Basic knowledge of One Call Care Management product line(s) and is able to respond to corresponding sections of RFPs, RFIs and proposals and review supplier responses for accuracy

  • Possesses good project management skills required to support RFP process, renewal process, and pricing process

  • A basic knowledge of pricing strategies with an emphasis on value based concepts

  • General business skills, industry knowledge, financial management and planning skills

  • Ability to analyze and solve problems using learned techniques and tools

  • Ability to understand and apply learned concepts

  • Ability to utilize judgment in decision making process and decisions related to job tasks

  • Strong organizational skills and ability to handle multiple tasks and meet deadlines

  • Exceptional interpersonal skills: establishing personal and professional relationships among diverse internal and external publics

Proposal Manager

Advanced professional role requiring high skill with extensive proficiency. Works independently with only administrative supervision and the ability to overcome major obstacles and recognize early when issues should be escalated or a senior peer needs to be consulted. Wide latitude for independent judgment and is expected to provide guidance and cross-training to others. Effectively communicates with all levels of technical and non-technical personnel. Consults with senior peers on moderate to complex processes to learn through experience. Typically requires a minimum of 5 to 7 years of experience in proposal, marketing, sales support or related discipline.
